These cases were displayed in shops to promote the release of Metal Gear Solid 4: Guns of the Patriots. Having nothing inside them except the finalised MGS4 box art, the case itself is nothing special. It's a nice item to have if you can get hold of, however. Promotional items used by stores, such as this display case, are hard to come by. This is because most stores operate a policy of not handing out promo materials that are no longer needed to fans who request them. Instead, items like this are usually thrown away and destroyed.
